What did the person do, which rules have been broken: Camping

Well this guy always used to camp on shooter upside the towers specially on these maps like Shooter I and II which have high towers ..., i warned him before with telling and he never stops it .... here is a proof:

Many times i see this guye camp in shooter specify in shooter 2 . He stay in place wich cant shoot hem and refuse to down ..
So i agree maeby give hem short ban.

Sorry, I just have to translate it into human english. I hope I am right...

Back to the complaint:
I am against ban because he camped just during one map. In normal case, when admin is online, he will get blow so ban is really hard punishment.

Well he does that always not just once and no admins are online so we wait like a hour to satisfaction the other player to press enter

, also if you focused on the screen shot he doesn't care about calling an admin and start provoking directly.
