Maybe he hadnt to Do that, but a perma ban is hard for this little mistake cause of a mapper.
It isnt a cash bug, its just a little hole in the Wall...and on eddos shooter 2 was a hole to the middle too. And btw i saw Nonne who got a perma ban for that.
We could compare it with a osdm or DM map, using a sc is the Same, because this sc is created of a mistake by the mapper. On osdm it is allowed, and on DM you get a little ban, but Not a perma ban. And like the top List you can change this 'problem/bug' easyier than a cash bug, what needs a new Script.
This isnt the Best apolagize but i think it isnt the right punishment too. Iam Not an admin but i hope you or the admins lvl 5 understand what i want say.

No care if it's mapper fault or not , you should not use it , it's hard ? i guess not and u kept using it after 2 warns so i guess you deserve this ban
